Scope and complexity are set by the decision, not by the subject's seniority.

  • Scope — how many questions must be answered, and to what depth
  • Geography — the number of jurisdictions and record offices involved
  • Complexity — layered ownership, historic records or contested facts
  • Field requirement — how much must be confirmed in person
